About the VBSA – 2025 Bill

Viksit Bharat Shiksha Adhishthan (VBSA) Bill 2025 is introduced in the Lok Sabha in December 15, 2025 and is under consideration by the Committee for Approval. The VBSA Bill, 2025 represents a fundamental shift from a “control-based” regulatory model to an “empowerment-based” one. The core change is the consolidation of fragmented bodies like the UGC, AICTE, and NCTE into a single “umbrella” commission. The bill proposes a massive overhaul of Indian higher education by replacing the UGC, AICTE, and NCTE with a single regulatory body. The Bill aims to implement National Education Policy (NEP) 2020 by centralizing accreditation, setting academic standards, and enhancing institutional autonomy to create a “future-ready” framework

Objectives of the bill
To enable and empower the Universities and other higher educational institutions to achieve excellence in teaching, learning, research and innovation
To co-ordinate and determine the standards in institutions for higher education or research and scientific and technical institutions.
To facilitate the Universities and other higher educational institutions to become independent self-governing institutions.
To promote excellence through a robust and transparent system of accreditation and autonomy.

Workshop Theme

The one-day intensive workshop on “VBSA bill 2025”, is conceived and designed to decipher the essence of aims and purposes of the bill. The functions and functional role of the new commission shall be discussed and explained. The operational and implementation of the provisions of the bill through the establishment of the 3 regulatory councils namely:  1). Accreditation council, 2). Regulatory Council, 3). Standards council, would be thoroughly discussed and deliberated. The relevant features of NEP-2020 and NAAC new accreditation processes would be dealt in detailed.
